Measuring gun ownership in the United States comes with unique challenges. Pew Research Center conducted this analysis to summarize key facts about Americans’ relationships with guns. At the same time, in response to concerns such as rising gun death rates and mass shootings, the U.S. surgeon general has taken the unprecedented step of declaring gun violence a public health crisis. The Second Amendment to the United States Constitution guarantees the right to bear arms, and about a third of U.S. adults say they personally own a gun. For instance, 46% of teens living in households earning less than $30,000 a year say they use Facebook. YouTube is the only site measured that older and younger teens are equally likely to use. Older teens stand out from younger teens in using nearly every platform we ask about. And Black teens are more likely than Hispanic teens to use Facebook.1 This drops to 69% among Hispanic teens and is even lower for White teens (55%). Black teens are more likely than their White or Hispanic peers to use Instagram, TikTok, X, Snapchat and YouTube.

A smaller share of teachers (39%) say they are not too or not at all worried about a shooting occurring at their school. Among adults who live in rural areas, 64% say gun ownership increases safety, while among those in urban areas, 57% say it reduces safety. Americans are slightly more likely to say gun ownership does more to increase safety than to decrease it.

U.S. businesses funded 88% of development expenditures in 2022, compared with 76% of overall U.S. These relative shares have been stable for many years (Table RD-3). In 2022, development activities accounted for $596.2 billion in current dollars, or 67% of the $885.6 billion in total U.S.
Type of R&D
In 2021, business expenditures on R&D performed by domestic businesses, higher education institutions, governments, and nonprofit organizations totaled $591.0 billion, divided between $461.0 billion (78%) on experimental development and $130.0 billion (22%) on research (table 7). The R&D tax credit is a valuable incentive for companies that invest heavily in research and development, as it can help offset the costs of these activities. R&D performed in the United States by the higher education sector totaled $85.8 billion in 2021, or 11% of U.S. total R&D (table 1 and table 4).The data on higher education R&D reported by National Patterns differ from the underlying survey data in several respects. In 2021, domestically performed business R&D accounted for $608.6 billion, or 77% of the $789.1 billion national R&D total (table 1 and table 3). For federally funded research and development centers (FFRDCs), nonfederal governments, and universities, the constant value of R&D performance is estimated to decline in 2022 (table 2, figure 1). The US Research & Experimentation Tax Credit is a general business tax credit under IRS code section 41 for companies that incur R&D expenses in the United States.

By contrast, U.S. adults as a whole – whose concerns over AI have grown since 2021 – are more inclined than experts to say they’re more concerned than excited (51% vs. 15% among experts). Still, opinions among experts vary, with men more optimistic about AI than women. Yet both groups want more personal control of AI and worry about lax government oversight.
Research and development is the first phase of a product life cycle, and it creates the foundation for creating an impactful product. Despite the connection between product development and R&D, product managers aren’t usually heavily involved in both spheres. Meanwhile, product development focuses on bringing validated ideas to market.
What qualifies for the R&D tax credit?
The activities described above will aid in making informed decisions about the product launch, pricing, and go-to-market strategy. Those passing the validation are ready for development consideration. During the development stage, any prototypes that fail to deliver advancements are abandoned.

The lesson was not learned permanently, however, and another half century was to pass before industry started to call on the services of scientists to any serious extent. Explosive shells, the semaphore telegraph, the captive observation balloon, and the first method of making gunpowder with consistent properties all were developed during this period. The first organized attempt to harness scientific skill to communal needs took place in the 1790s, when the young revolutionary government in France was defending itself against most of the rest of Europe. An example of this is the research being done on gene splicing or cloning in pharmaceutical company laboratories. The innovations that result in new products and new processes usually have their roots in research and have followed a path from laboratory idea, through pilot or prototype production and manufacturing start-up, to full-scale production and market introduction. The concept of research is as old as science; the concept of the intimate relationship between research and subsequent development, however, was not generally recognized until the 1950s.
It’s crucial to have strong documentation and well-reasoned positions supporting R&D credit claims. The IRS views these as high-risk areas where aggressive tax positions are common. The IRS continues to focus on areas with significant financial impact and complex facts, particularly R&D research and development randd credits, transfer pricing, and clean energy credits.
To be eligible for the survey, experts had to confirm 1) their work or research relates to AI, machine learning or related topics and 2) that they live in the U.S. The conferences covered topics including research and development, application, business, policy, social science, identity and ethics. These are the key findings from a survey of 5,410 U.S. adults, conducted Aug. 12-18, 2024; and a separate survey of 1,013 AI experts conducted Aug. 14-Oct. More than half of U.S. adults (55%) and a similar share of AI experts (57%) say they want more control over how it is used in their lives. Similar shares of the public and experts want more control and regulation of AI. Far more of the experts we surveyed believe these technologies will benefit (76%) rather than harm (15%) them personally.
The public remains closely divided over whether it’s more important to protect gun rights or control gun ownership, according to an April 2024 survey. A majority of Americans (61%) say it is too easy to legally obtain a gun in this country, according to the June 2023 survey. Americans’ reasons behind gun ownership have changed only modestly since we fielded a separate survey about these topics in spring 2017. Considerably smaller shares say that a major reason they own a gun is for hunting (32%), for sport shooting (30%), as part of a gun collection (15%) or for their job (7%).

Additionally, the shifting in the relative roles of performers and funders by sector—particularly among business, government, and higher education—is of great interest (table 6, figure 3). The business sector provided the greatest share of funding for applied research (61%) and the predominant share for experimental development (88%). State agency intramural R&D performance in 2021 totaled $685 million—a small share (about 0.1%) of the U.S. total (table 1 and table 4).
Credits & Deductions
With business and tech continuing to advance at breakneck speed, innovation is critical. The upper limit of the credit recently doubled from $250,000 to $500,000 following the signing of the Inflation Reduction Act. However, once a company determines future use of R&D activities, the cost may be capitalized and reported on the balance sheet. In some instances, R&D expenses can be reported on the balance sheet, provided they have an alternative future use and can be depreciated or amortized over time. However, a construction company will probably spend less on R&D than a company operating in pharmaceuticals, semiconductors, or software/technology.
Consider the following as you calculate what you should and shouldn’t include within R&D expenses. A .gov website belongs to an official government organization in the United States. Within R&D performed by pharmaceuticals and medicine manufacturing, 79% was classified as biotechnology. In 2021, a separate 5% ($28.9 billion) was classified by businesses as R&D specifically devoted to AI applications. In 2021, software R&D accounted for $257.0 billion, or 43% of $602.5 billion.This share was 32% in 2016 and 20% in 2006 (Moris 2019). U.S. business R&D performance focuses on key areas of interest across a wide variety of industries (Table RD-9; Table SRD-6).
